There is a company called Silicon Lottery where they offer a delid CPU or you can buy one without that done. They guarantee there cpu will run at 5.1.
They also list motherboards and memory that has been tested to get the 5.1 without any problems.
I heard about them through that company jet line systems that they use them in there systems.
Last time I looked a I9 9700K was about $360 plus another $40 if you wanted it to be de lid.
