Et voilà!

OpenVR fholger VR Perf Kit (FSR)

Installing the latest VC++ redistributable fixed this problem, and the problem I had with OpenXR. So I followed @fearlessfrog’s excellent advice, once again, and set up the OpenVR.cfg as per above and… [Reaction GIF] Oh my, oh my… This is the good stuff!

Updating the Visual C++ runtimes fixed my problems.
