So if I do the suggested roll back using this technique that you posted - will it re-download 20GB and then when the bug gets fixed I’ll have to re-download it again? Or will the following just replace some of the files?

Well, I downloaded the update, and I was really surprised!
Looks like some serious optimizing has been going on. Level of detail is higher. Water on low looks a lot better. More grass and clutter. More airfields…and better performance! Ok, I just tried a quick mission that I did this weekend, but I could clearly see the target better, and everything looked better than before.
Yep, the updated NTTR map with the new areas I believe. The patch looks like just code updates, rather than having to redownload the whole map data again, so good news.
I have it on good authority that because the download was over 20GB, the combined mass of all those bytes in respect to the local gravitational field caused a time dilation effect. The frame-rate was actually fine and working as designed, but the flow of time appeared to slow down for the player. With one local second = three seconds from the perspective of the player, it stopped asynchronous space warp from kicking in. Due to thanksgiving and the combined increased mass of the playerbase, the impact snowballed.
You weren’t seeing a slow game, just the impact of relativity.
