Most likely in the US anyway most of those tickets would have been dismissed since the police never closed the road or used an officer on both sides to direct traffic.

With this type of road in the uk the police never shut it, it would be down to driver discretion… and in the uk you can now have points added to your driving license and fined for deliberately splashing people, they were probably also got charged with “driving without due care and attention “ this is the catch all for uk driving
